EXITO’s Extractive qualifications are designed to provide people working in the extractive industry with the skills they need to deal with the critical health, safety and environmental demands of their operations.
The Extractive Qualification Pathway offers a progression from Introductory Skills at Level 2, to Operations, Supervision and Management qualifications at Levels 3-6 on the National Qualifications Framework.
Many of the qualifications allowing trainees to specialise by choosing qualifications and/or strands specifically related to their role and industry. Options include: Surface Extraction, Underground Extraction, Lime Milling, Metalliferrous Processing, Coal Plant, Sand, Processing Plant, Mobile Plant Surface, Maintenance Operations, Drilling Surface, Drilling Underground, Water Treatment, Weighbridge Operations, Environmental, Underground Mines Rescue, Shotfiring and Land Operations using explosives.
Trainees can also enrol in the Mining Administration Qualifications at Levels 5 and 6, completion of which may also result in the achievement of various CoCs, providing they also meet the Gazette Notice of CoC Work Experience Requirements under the Health and Safety in Employment Administration Regulations 1996.

Reviews
The Targeted Review of Qualification at levels 1- 6 on New Zealand’s ten-level qualifications framework commenced in 2008. The review aimed to ensure that New Zealand qualifications are useful and relevant to current and future learners, employers and other stakeholders. Learn more about TRoQ.

Mining and Electrical:
An application for the two qualifications listed below to be expired was submitted to NZQA on 23 April.
- National Certificate in Extractive Industries (Mining Electrical Engineering Non Hazardous Areas) with an optional strand in Underground Extraction Ref: 0804
- National Certificate in Extractive Industries (Mining Electrical Engineering Hazardous Areas) with an optional strand in Underground Extraction Ref: 0805
These qualifications have had very little usage since their last registration. A qualification developed by ETITO and which EXITO endorsed has been identified as a qualification that would much better serve the needs of the extractives industry in this area. The National Certificate in Electrical Apparatus in Explosive Atmospheres (Level 4) Ref: 1671 is intended for electricians, industrial measurement and control technicians, electrical inspectors and others who need to develop competency in working with electrical apparatus in explosive atmospheres.
Blasting Qualifications:
The qualifications for blasting that are being reviewed include:
- National Certificate in Extractive Industries (Land Operations Using Explosives) Ref: 0802 (Level 3)
- National Certificate in Extractive Industries (Shotfiring) with strands in Construction Blasting, Surface Extraction, Tunnelling/Underground Metalliferous Extraction and Underground Coal Extraction Ref: 0391 (Level 4)
Progress of this review is at a stage where we have two proposed qualifications which we are now consulting and meeting with industry to confirm. They are:
- New Zealand Certificate in Blasting with strands in Land Operations, Surface (Quarry of Open Cast), Underground (Tunnelling or Metalliferous), and Underground Coal (Level 4)
- New Zealand Certificate in Blasting (Construction) (Level 5)
Initial discussions saw the development of one qualification but as we progressed through Stage One, feedback from industry suggests that “Construction Blasting’ should be a stand alone qualification due to the specialist nature around working in this environment and that it be at Level 5. Construction Blasting (Ref: 0803) (Level 4) was a stand alone qualification when first registered in 2001, and was then reviewed and reregistered in 2007 as a strand in Qualification 0391 – National Certificate in Extractive Industries (Shotfiring), the National Certificate in Extractive Industries (Construction Blasting) Ref: 0803 was expired in 2009. As the NZQA rules state a qualification can only be at one level we would be pleased to receive feedback on the following:
- Level of Construction Blasting qualification 4 or 5 (is currently level 4)
- Confirming the need for Construction Blasting to be a qualification on its own

Certificates of Competence
Some people refer to Certificates of Competence (CoC's) as being "tickets", "permits" or "licences". CoC's are the requlatory requirements of the Department of Labour before you are allowed to carry out specific jobs for the Extractive Industry. It is the Department of Labour who decides what it is required to get a CoC. There are set unit standards which you must achieve along with the relevant work experience.
Applications for CoC's are made to EXITO by completing the application form. EXITO checks that you have met the requirements and then issues you with the CoC or the renewal of your expired CoC. EXITO regularly reports back to the Department of Labour keeping them informed on who has been issued with a CoC.
Note, Surface and Opencast COC's are now only valid for 5 years, whereas Underground COC's are only valid for 3 years. Click on the following links to find out what training and work experience you need to have.

How To Apply For a CoC
Once you have completed the training for a CoC and have the relevant work experience you need to complete an extractive new application form. Note there will be an additional $10 charge for framing first time COC applications.

How to Apply for a NZ CoC when holding an Australian CoC
If you hold an Australian CoC and wish to to apply for an equivalent New Zealand CoC under the Trans Tasman Mutual Arrangement (TTMRA) complete this form and send to EXITO.
